Is this a 4% rule calculator?

It can model a fixed-real withdrawal rule like the 4% rule, but the point is to test the rule against taxes, account types, and RMDs rather than apply a flat percentage to one balance.

Does it tell me the safe withdrawal amount?

No. It shows modeled outcomes under stated assumptions so you can compare plans. It does not produce advice or a guaranteed safe number.
